I now have access to satellite images in Sentinel Playground only up to 100 meters above. Will subscribing as an individual non-commercial user give me access to satellite images from 10 meters, with the same frequency of releasing new images (every 2-3 days)?

Playground, as well as all other services (free and payable) show 10-meter resolution. So what you are seeing is the best possible.
What you are looking at, is graphical scale.
