Has the MODIS imagery service on https://services-uswest2.sentinel-hub.com/ogc/wms/ been discontinued? the last date I can get for Southern Africa is 2018-03-21.

Not really. There was a partial interruption of the ingestion due to changes in NASA/USGS interface. However, this has been fixed.
MODIS does generally provide “16 days average” every day. And as 21/03/18 was about 16 days ago, this fits somehow?
